You're a landlord. A terrible landlord. You are trying to make as much money as possible, by renting out apartments without permanent power or water. You can't let your tenants know about this, so when they move towards something that requires power or water, you need to turn that thing on by pressing it. 

Follow the pipes to know what you can and can't turn on. 

If you run out of money you will lose.

I like the art style overall, but I think the people look too much like objects rather than people.  If they weren't moving, I'd assume they were part of the room.

The music sounds distorted playing in browser (Chrome).

This is quite sweet, if a little cynical!

I was a confused at first by not realising that the tenants only count when they are right next to items, so I was losing money when one stood between the two water things on the 1st floor, but was not actually close enough to them to count. Perhaps have some kind of attention indicator? It also wasn't clear that it doesn't get counted if tenants walk past a thing and don't actually stop. I missed that the big box on the top floor was an appliance at all (a shower?) because the pipe was hidden behind a tenant.
